Roll Call
Attendance-taking, and declaring whether you will be voting for draft resolutions later.

Before a council session begins, the Dais will mark attendance through a roll call. When your delegation is called, raise your placard and state whether you are present or present and voting.
The minimum percentage of delegates that must be present in the council for the debate to start. This is usually one-third of the council.
In practice, the quorum is almost always reached. I have never heard of a council whose quorum was not reached.
Present vs. Present and Voting
Delegates who are present and voting may vote on both procedural and substantive motions, while delegates who are present may only vote on procedural motions.
Substantive votes include voting on a Draft Resolution. Therefore, only delegates who are present and voting may vote on Draft Resolutions.
In practice, delegates are almost always present and voting. The only time a delegate voluntarily chooses to be present only would be when a delegate wants to abstain from substantive votes to prevent disappointing other delegates by voting differently from them.
Observer delegations
Some delegates represent countries or organisations that are not member states of the council. Observers cannot vote on substantive motion, only procedural motions. Hence, observer delegates can only state that they are present, and not present and voting.
