Open Debate

Very technically, after a Draft Resolution is introduced, the council moves into Open Debate on the Draft Resolution. This Open Debate has the same format as the General Speakers’ List. In practice, there is no difference between an Open Debate and the GSL.
Additional motions during Open Debate
Being in Open Debate signifies that a Draft Resolution has been introduced, and several motions are now in order.
- Motion to Move into Direct Voting Procedure — to begin voting on all introduced Draft Resolutions.
- Motion to Table Draft Resolution — to remove a specific Draft Resolution from the debate, where it will no longer be voted on.
- Motion to Introduce Unfriendly Amendment — to introduce an Unfriendly Amendment. We’ll talk more about amendments later.
Allowed.
For example, when a chair says “a motion to adjourn debate is not in order”, this means that a motion to adjourn debate is not allowed.
To remove from the debate.
When a Draft Resolution is tabled, it cannot be referenced during debate anymore. It also will not be voted on anymore. Draft Resolutions that fail a substantive vote are automatically tabled.
I cannot believe tables and chairs have such different meanings in MUN. You would think they have similar definitions, but no — one refers to people and another one is a verb.
